There is no universally accepted meaning of racism. One has to discern it from context or literally ask, “what do you mean by racism” to have a dialogue about it. I use qualifiers a lot now, rather than just use the word racism. For example, I might say, “systemic racism” or “white nationalist racism” or “dominance racism” to be clear.
Given all these meanings, one can certainly act racist, without being racist (i.e. believing a race is superior), and thus be considered racist by the listener, who doesn’t know if you are ignorant or evil.
The word caucasian needs to go the way of oriental and negro. There is no such thing as biological race, just variations in traits. And, externally visible traits are all we see. The rest is cultural differences, so when we talk about races we really are talking about tribes.
